"Being such a global enterprise, it did not provide me (or other Puerto Rico personnel) with options to transfer to other markets when I (they) decided to the US. Even in the long term and the employee paying for his/her relocation partially or in full."

What suggestions do you have for management?

"Build a network of qualified personnel that is willing to move to other sites. It will build a stronger and more diversified skill-set globally."
