"Management at the corporate level is committed to questionable development strategies, such as offshoring the majority of development on a difficult network management application to extremely junior developers in India (minimal education and less than 2 years professional experience--sometimes none)."

What suggestions do you have for management?

"The development of difficult applications requires a combination of experienced developers and junior developers. Also, some form of discipline must be imposed on the junior developers to ensure their productivity."
