Contract for the military and GDIT does not have say as to who gets assigned to do what.

Scared to ruffle feathers

don't just stick someone in a position without a supervisor or Project Manager. Know what the position is AND WHARE IT IS GOING and ensure the management understands the position and it's responsibilities.

Could have easily been a much better place to work.

know who is directly responsible for you and what your responsibilities are, and if there is no Project Manager who understands your position, DO NOT BOTHER. And do not come on to a contract at the end of a contract cycle.
